Barry received a reply from Priti Patel, the Home Secretary to the letter he wrote on the Emergency Powers of the Police.
In the reply, the Home Secretary agreed with Barry’s assessment that it is of upmost importance these powers are used fairly and transparently. She also explained that guidance produced by the National Police Chiefs Council (NPCC), for instance, encourages officers to adopt a ‘4Es’ approach of engaging, explaining and encouraging individuals to comply with restrictions, with enforcement a last resort.
